On March 29, 2009, Senator Arlen Specter of Pennsylvania announced that he would not vote for cloture on the Employee Free Choice Act ("EFCA"), reversing his 2007 stance as the sole Republican senator to support an up or down vote on the bill. To promote compromise, Senator Specter suggested twelve revisions to federal labor law including the idea of setting shorter election periods.
